Often, with two penises, one is non-functional because it's not hooked up to the system properly. On the one hand, it's good to have this problem taken care of when you're really young so that you don't have the trauma of having to hide (or be teased for) having double digits. On the other hand, tiny kid anatomy is probably a bit harder to operate on and keep from having scarring interfere with function of the remaining penis. The fact that ejaculate is now coming from the non-erectile penis shouldn't cause much problem with its removal at all. The other penis ejaculates,erects, and urinates just fine. I think you should seek a urologic surgeon who is experienced with plastic repair of congenital anomalies of the penis. Get a consultation and consider solving this once and for all.
