The National Gueard exists, in part, to deal with disaters and emergencies like Katrina. (So does FEMA. Too bad the administration is hostile to their mission.) As we've seen in Iraq and a lot of other places, the "real" military is not the best agency to restore civilian order, although they're pretty good at shooting people. Part of the problem is that a lot of Guard troops from the area are deployed in Iraq, as is a lot of the equipment they need. On top of that, a lot of the civilian personnel who live in Louisiana and Mississippi and are needed there are in the Guard, deployed in Iraq.If a big earthquake hit a populated area of California tomorrow, we'd be really screwed. The federal goverment has proven to be massively incompetent in dealing with big domestic emergencies, and everyone involved need to be fired, starting at the top.

Just for reference, here's how to translate between Canadian and American (at least as far a gas prices go)
take the price per litre in $CAN, multiply it by 3.75. Multiply the results bt the exchange rate and you have the price per gallon in US$. conversly, if you start with the cost of a gallon in US$ and change the opperation be division rather than multiplication, you get the CAN$ price per litre
So, yesterday, I saw a posted price of $1.325/l (at one of the few stations that have a sign equipped to show a value over a dolar)
1.325 x 3.75 x .844 = $4.19 US$/gallon
