is it true that guys that start puberty later than some end up with a smaller penis than guys that started puberty when they were younger? because i read that guys that start puberty younger have more time for their penises to grow and people that start puberty later have less time? i dunno is this true?

Although I don't know for certain, it seems very unlikely to me that the duration of your puberty has that much effect on your physical development. During puberty some people develop very slowly but consistently for 8-10 years eventually stopping all growth and hormonal development in their early 20s. Most people go through unpredictable spurts, some of which presage rapid and obvious development in a number of areas and some of which presage less obvious development in just one area. Most people are pretty much done with bodily growth by the time they're 18-19 although the hormonal changes often continue for another 4-5 years.Plenty of people start puberty in their mid-teens (i.e. late) and end up as perfectly normal physical specimens.

People who start late are likely to finish late as well, and so have puberty over the same number of years as those who started early. But, as BareButt says, there is so much variation in growth rates and patterns that it's hard to make any generalisations at all.
