Ok.. I'm 17 years old, a virgin, with an uncurcamcized penis. A couple years ago I noticed small white bumps under the left side of the head. About 8 months ago I noticed a white line, kind of crusty, going around the shaft on the skin, but only when I pull the skin back. If I pull the skin back tight you can see the shaft is smaller where the white ring is, like it is a tight area on the skin. When I'm irrect this white ring makes it difficult to pull the skin back fully. There are some tiny white bumps near the line too but they aren't really noticable. When I touch it is thick, not soft like the rest of the skin. What can I do?

White Line on Shaft

The tiny white bumps are probably sebaceous glands and normal. The white ring - when the foreskin is not pulled back is it located on the foreskin ahead of the head? I'm wondering if it's a phimotic ring.

yes, it's ahead of the head.
The white bumps have been there for 2 years like I said, so will they eventually go away on their own or do I have to do something about them? They have thick feeling skin around them like the ring or the line.

If the white bumps are sebaceous glands, they have appeared because they get bigger at puberty. You don't do anything with them. Very slowly they will shrink again over the next few decades. That ring does sound like a phimotic ring. I'm not sure how to treat it - perhaps other people may have good ideas.

Yea... I looked up those rings yesterday, and after seeing myself today, I really don't think that's it. It actually is just a line, not a ring that goes all the way around. The skin is dry and rough.. a crusty kind of feeling just in that small area. And again, it feels thick and hard, not soft like the rest.
