Seems that you've reached a small part of puberty and you're a late bloomer. So in response to whether or not it will get bigger, yes it will.

You're certainly late. You appear to be in early puberty, but I wonder when you started. When did you first get pubic hair, can I ask?
-
Well im not sure when i started, i beleive about 2 or 3 yrs ago. And when I say I have pubic hair i mean a good amount in my genital area but not alot under my arms, and barely none on any other part of my body.

It seems to me that you are not only late in puberty, but it's being slower than usual. The amount of body hair can depend on your general hairiness genes and isn't a problem in itself, but your lack of genital development 2-3 years after developing pubic hair seems slow. I think it might be time to have your hormone levels checked out. You might need some assistance to get things going properly.

Well, if you've got pubic hair, you've definitely started puberty - there's no question about that. Technically the first sign of puberty is growth of the testicles, but few people actually notice that. The next more obvious sign of puberty is the first sign of pubic hair growth, which of course is pretty easy to notice. I think you're probably fine - just a late bloomer. I was a late bloomer too, so I kind of know what you're going through, as my voice didn't change until I was 15, and I didn't get any armpit hair either until I was 15. Yet I started puberty at 12 which is pretty normal, so it just took longer to complete which made me a late bloomer anyway. The lack of penis growth is a bit of a concern though. Can you ejaculate yet? If you can't ejaculate, I would go see a doctor, and ask for a blood test to check your hormones just to make sure everything is OK. If you can ejaculate, then you're fine, and things like your penis growth and voice change just need more time to catch up. One of the cruel things about puberty is things don't all develop at the same time or rate, and it gets confusing, and is a constant source of worry, even though things are usually OK.

Yes, i can ejaculate. But by the way would masturbation have anything to do with the speed of puberty taking place, frequent masturbation or lack of?

No, amount of masturbation makes no difference.
