I plan to use a condom and this stuff i found at the drugstore "ortho options vaginal contraceptive gel" which contains Nonoxynol 9 i guess. never used any of that stuff before. using these two things in combination would there be like a 0% chance of her getting pregnant

Will this work for good birth controll?

Nope, sorry. It will not be 100% effective. For typical use, the male condom has a failure rate of approx 14%, spermicides approx 25% failure rate. You're dealing with stats here, you can't just add them together to get your 100% effective rate. It's good that you're using both a condom and spermacide. To reduce your chances even more, your partner should consider going on the pill. It's never going to be 100% no chance of pregnancy, combine birth control methods to increase your odds though.

The best and most reasonable options are to A) Have your partner on the pill, and B) Use a condom. You can use gels, foams, sponges, caps, special techniques, etc...but it really does take the fun and spontanity out of sex when it takes an hour to prepare. Wrap your pecker, and make sure she takes her pill!
