I find Jergens and Lubriderm to be the best, especially the "sensitive/dry skin" variety. From my personal experience, it's also safe to leave on over-night (If you happen to give yourself a quick wank before hitting the hay)
I find it pretty hard to get anything in the ureathra, besides, you don't need to lubricate that part, or use all that much lotion to get the effect you need.

From my experience, indeed, there is no harm from leaving hand lotion on your penis, it really does help the skin become softer to the touch (Just like anywhere else on your body)No penile damage or anything like that.
