Condoms don't provide complete protection from herpes or genital warts, because these can be transmitted by skin-to-skin contact, and therefore if the blisters or warts are on a place that touches your skin even with a condom on, they can still be passed on.

Like the others said; a lot of annoying diseases are spread just through general contact.
HIV needs an opening into the blood stream to infect (IE: Needle sticks, the lining of the anus, vagina, the tip of the penis, open sores or wounds) simply touching someones bodily fluid who is infected with HIV won't cause you to get it.
Fun fact: The HIV virus only lasts a minute outside of the body

Someone with herpes has the chance to be a "Viral Shedder" Meaning the skin cells (visible or not) that fall or brush off of the person contain the virus and can be spread.
To be fair, places where prostitution is legal, the industry is actually very successful. If you have an STD, no legitimate brothel will take you.
You usually see a well regulated industry that the Government can tax the HELL out of, where the employed girls are clean and tested frequently (Getting an STD means you're now unemployed...permanently)
It can be a respectful, clean industry...but I still don't know why you'd want to pay for it.
Fun fact: Prostitution is legal in Canada, however, it is illegal to make money doing it, or to offer money for it (So really, it's still technically illegal)
