Losing weight. Moobs are just fat deposits, and you can't target a specific part of your body for fat burning. You'll lose fat all over your body, first in the areas that last gained it, if you lose weight.
If you're trying to lose weight, you'll want to exercise, and toning your chest muscles, along with the rest of your muscles, won't be a bad idea. One of the bodybuilders around here can give you some advice.

As Steve said, but I would focus on cardio and aerobic exercises instead of body-building (at least for a while).
As far as home exercises go, running, walking, and biking would provide you with the best 'at-home' options for cardio.

I would say a balanced schedule of weights and cardio is your best bet. If you don't have access to a gym, just do push ups, they won't bulk you up, but they will tone your chest. Running, biking, and swimming are all great sources of cardio. You will also need to watch what you eat, just cutting down on sodas, and french fries is a great start. It's important that you mix up your routine, just doing cardio is going to make you lose alot of weight fast, but you might end up looking too skinny. Make sure to lift some weights or do some form of weight training so that you not only lose fat, but also build and define muscle.

I agree with you and Hawker. If you can only do one or the other, I'd lean toward cardio. But that's an artificial situation. A balance between the two would be best. It is kind of a pain to do bodybuilding exercises if you have no gym equipment available, though.
