It is what it is.
I agree with what HelmsmaN says about it being how you feel about it. If you view it as a non-gay act when _**you **_do it, then it is. If you look at it as a gay act when _**you **_do it, then it is.
But if you see or hear of two people of the same sex engaging in mutual masturbation, then you can't really say whether it was a gay act or not because you don't know then minds of those people doing it.
I think though that the question being asked is this "Can two people of the same sex engage in mutual masturbation and still be heterosexual for all intents and purposes?"
My answer to the above question is an unqualified yes.
