No, sperm shouldn't come out of the bottom of the condom. It is meant to stay in the teat at the top.There has been a lot of debate about the effectiveness of spermicide in condoms in practice. In theory there should be enough, but the question is whether it makes enough contact with the sperm.

When you put a condom on, you should squeeze the tip between thumb and forefinger so there's room at the top for the semen.

It's possible too the condom in question may be wider than the penis in question (whether due to it's design, or just the nature of the penis)
Regarding the spermicide question; There isn't enough there to support that the condoms with it do anything more. And there has been enough to say it causes irritation and can weaken the latex. A couple brands no longer offer spermicidal condoms (Durex being one)
