We're talking about a vasectomy, aren't we? Yes, they do. Their semen contains everything except the sperm, which is only a small part of the total volume. Their testicles are still pumping testosterone into the body.

What part do they shut down to make this happen?
-
The spermatic duct that takes the sperm from the testicles is cut. It's a minor operation, done under local anaesthetic.

I am curious...if you have a vasectomy, your semen doesn't contain sperm any more. Is it still white and have the same consistency? I was under the impression that it is the sperm cells, in such concentrated numbers, gave semen it's opacity. Maybe I'm wrong. I don't think I have ever seen anything about it either way.I know that men what have their prostate removed (for cancer reasons) can't ejaculate any fluid.

women an still get pregnant after a male's vasectomy. The first couple of days after the vasectomy their is still sperm in the system that can be released. It's kind of like clogging up the pipes and any sperm that is past the clog can still fertilize a women. So its recommended to use a condom for a couple days.
