So I noticed a small raised lump near the base of my penis. It's pretty small, but not tiny. I suppose the size of a nerds candy :PAnyways, I'm concerned it may be a genital wart. The thing is I haven't had sex in about a year and half. It showed up maybe a month or so ago. I thought it was a pimple at first so I tried popping with a needle and only blood came out.I also tried putting vinegar on it, to see if it would turn white(I read that on the net) and it just stayed skin color. What is it?

Is this a genital wart?
-
A skin tag?

How can you tell the difference?
Is the vinegar test fairly "accurate"?
-
http://en.wikipedia.org/wiki/Human_papillomavirus says "Five percent acetic acid (vinegar) is used to identify both warts and squamous intraepithelial neoplasia (SIL) lesions with limited success[19] by causing abnormal tissue to appear white, but most doctors have found this technique helpful only in moist areas, such as the female genital tract.[19]"There are quite a lot of things that can cause a small bump, and probably a pathology test is the only way to be sure. But if it doesn't keep growing, it's probably OK.

Does it make it worse since no puss came out and only blood? Or can that mean that it is one of the other numerous things?
-
Oops.. You said a bump, I thought you said a growth.. It's probably a clogged pore. HPV has a rough cauliflower appearance. I am going to assume your "bump" is smooth?
-
It could still be a number of things - perhaps as simple as an ingrown hair.As sdp says, genital warts grow to a cauliflower-like appearance.
-
What does the mean exactly? That it looks like it's in small clumps? If I shine a bright light on it, it almost looks there are small wrinkles or skin lines in it like the normal skin around it. But like if I get out of the shower it looks smoother. It's hard to see though.

It's a reference to the surface appearance.
There are lots of pictures of genital warts on the net - some examples are at http://genitalpimples.net/hpv-genital-warts-pictures.html.
