I've had small bumps near the urethra, about pinhead size, for as long as I can remember. They're a mix between flesh colored and white. I've got a few more on the head in the same general area that are even smaller, such that I didn't notice them for some time. There are some white dots laterally in the foreskin, white colored, but very small. I have no symptoms of any STD that I can find (save, once in a blue moon, a very slight itch), nor does it look like any picture I've seen, am a virgin, had them for years, and would just like to know the opinions of the community. Of course only a doctor would tell for sure, but as far as the knowledge of this board goes.. what do you think?

They sound like sebaceous glands. Sebaceous glands on the penis shaft or scrotum are also called Fordyce's spots. Sebaceous glands on the glans or inner foreskin are of a modified form, and are called Tyson's glands. (These are not the same as 'pearly penile papules'.) They may be analogous to glands that produce pheromones in some animals, but this is uncertain. At any rate they are quite normal.

Thanks for your timely and factual response! I'm glad to hear my suspicions allayed. Are the rare itches to merit any thought over?

I don't think so. You can have an occasional itch anywhere for no particular reason.
