In answer to your first question: Yes, doing kegels would, to a point, tighten your vagina. However, since you are only 18, and presumeably have never delivered a child, your vagina shouldn't be too loose in the first place.
As to your second question: It is said that a tight vagina in a female heightens the sexual experience for a male. Again, it is a matter of degree. Too tight makes penetration uncomfortable for the female and frustrating for the male.
So, to do or not to do? Like all exercise, keeping "in shape" is probably a good thing. But moderation is the key.
