@Ekanas Welcome to A2A. I'm not exactly sure what red bump you're referring to. The picture was a little blurry but I would suggest having it looked at nonetheless. It definetly looks like the opening of your urethra is inflamed. It could be, because of many different things and you're also unable to retract your foreskin to have a good look and clean the area around the head. You can also take some time and check out our foreskin forum and research foreskin stretching. I would recommend that you begin the foreskin stretching exercises as soon as you can to help you get better access to the head of your penis and promote better personal penis hygiene. Hope this was helpful.

what i mean is that red area at my (pee hole?) not sure how it is in english, its bumped out a bit should i see a doctor about it too?

I agree with Roc that there's inflammation there that is causing the swelling. The inflammation could be caused by an allergy or some rough treatment or (more likely) an infection. It could be an infection of the urethra--is there any pain urinating? Any discharge? I think you should see a doctor--definitely if the answer to either of those questions is yes.
The foreskin can be stretched by daily exercises. Stretching the skin makes it grow looser. It's a slow process (over several months) and should never be rushed: stretching should never damage the skin or cause pain.

I have no pain while peeing the only discomfort is the itch which happens rarely and looks weird maybe. and im not sure what a discharge is

By discharge I meant do you get any pus seeping out of the urethra (common in urethral infections, but it doesn't always happen).
Similarly, pain when urinating often occurs in a urethral infection but by no means always.

I just visited doctor, i was told that its some sort of infection, but i also need circumsion becausthrre are scarves or sth cuz the infection also is in the head.

I'm glad you wen to the doctor. Im not sure exactly what you mean when you say you "need circumcision because there are scarves"??
Did the doctor give you any medication or cream to take? Why do they have to circumcise you? Did you ask the doctor if it was possible for you just stretch the foreskin so you can retract the skin and clean the head?? It would only take a few months at best. Once the cut your foreskin off, its almost impossible and takes a very long time with lots of patience to stretch what little skin they leave back. Having that foreskin is a gift really. sex and the sensitivity or feeling will never be the same... Ask the questions before they chop it off. -
I dont know the first time he looked he said its all clear operation is needed, then he said something that infection makes the skin much tighter
I guess i didnt doubt the doctor and ask such things im not sure about -
I imagine the "scarves" are 'scars'. Scar tissue doesn't stretch and if there is too much scar tissue stretching could be difficult. However some doctors are too keen to prescribe circumcision because it's the easiest option. A second opinion might be a good idea.
