So this guy and I found something we have in common... our favorite TV show! It was late, I was watching, we were talking about how awesome the show is, so I took a risk and said, "Ahh, we need to watch sometime" and he responded with "Yeah we def should" (this was all on snapchat, so he had a kind of smiling facial expression). I want to follow through, but I made the first move and I want him to make the second, but I don't think he will.. Should I just let this go? Do you think he really meant it?

I don't see why he shouldn't mean it, but he's probably still waiting on you to make a definite suggestion. "We should do X." "Certainly." is a common exchange that often leads nowhere, and is often said by people who are only half-keen, and it really needs a definite proposal of a place and time for it to move into reality.

@lifeisgood7705 Probably he was just being nice. Men are nice when replying or speaking to women. It is like, if you are over thirty, a man probably said, "I like olde women." But he was just being nice. Although you may have seen an exception. 11 men out of 10 perfer younger women.
However, if he is not good looking or doesn't think he is good looking and usually gets turned down and therefore lacks confidence. He may not want to risk asking because getting rejected hurts. In that case, you should make another move.
