...well, about my genital area. About a week before I get my period (and this is the only time it happens), it gets very irritated down there. I did the whole self-examination thing and it looks like the perinium (not sure if it's spelled right) looks sort of torn? It's kinda what a tiny paper cut would look like. Eventually, it will burn when I pee and become very sensitive to any kinda touch. I'm not sure why this happens, but it only happens before my period. In case you're wondering, I'm not sexually active so it's not from having sex. Any ideas???

I think the best think you can do is go to the doctor. My first guess is a fistula, but it may not be that bad.

Depends on the fistula. Some do show up and go away, some worse than others. But you're probably right, it's probably not a fistula.

I've had a few fistulas. Sometimes they're not as bad as the definition portrays.

A lot of people get yeast infections near the time of their periods, due to the hormone fluctuations. When I get a yeast infection, it doesn't feel itchy like most people's do. Mine is very irritating. And it happens to be irritated in the same part that you are describing. I don't get the traditional "thick discharge" symptoms either. You might want to go to the doctor or a planned parenthood the next time this occurs and get checked for a yeast infection. They can take a sample and look at it under a microscope and tell if it is. Then from now on when it happens you can get over the counter creams because you'll know what it is for sure. I'm thinking that might be your problem.
