i know some people that can make their pecks move up and down, i can kind of do this but not very well. What kind of excercises can i do to be able to do this? oh yea, and i weigh 148 pounds.

Bench press, it works out your chest muscles.
I believe using an incline rather than flat help, the incline should go this: \ way with your head at the top.
I believe incline the other way works out your abs more than your pecks, though I might be wrong.

The web site Helmsman gave is wut a flye is supposed to look like. I would not reccomend flye's to ne one starting. they are very difficult to learn and need the right teqnique, as you saw in the video that guy was probably using 10% arms if that. If you are going to try to learn how to do a flye first start with no weights stregthan all of your upper chest muscles and dont help your arms go up at all, if you do this right your arms should "dart" up, untill you have the right tequnique DO NOT use weights. start small mabe 15 pd. DB than work your way up doing a few less reps each time. You will notice results after a while. If you dont have the right tequnique all your doing is straining your shoulders.
