What do you mean? Some people just start puberty later than others, some don't start till 15 or 16\. And he didn't ask why his balls haven't dropped, he is asking how do you tell. I can honestly say that I never even noticed a lot of the changes that I went through during puberty. I don't remember my first erection, my first ejaculation, the day I looked down and said "hey, my balls dropped!"

I don't even remember my balls not being dropped...Furthest I can remember..they were dropped. Maybe I was wrong..LOL..

The whole issue of "dropping balls" comes from the confusion of two different events. Testicles are first built inside the body cavity, and make their way down into the scrotum. This process is usually completed by early infancy, but sometimes it doesn't work, and there is an "undescended testicle". This becomes a problem after puberty, as the over-warm testicle can degenerate and become cancerous. It's therefore checked for at puberty to see if action is required - but usually it has happened long before puberty.At puberty, along with growth in other things, the scrotum gets bigger and testicles tend to hang lower as a result. This is a different effect, and happens as part of puberty. These two effects get confused, and guys often talk about "balls dropping" without having any idea what they are really talking about.
