Yes, you can still have sex. Your sensations will be reduced becasue the head is not exposed. You risk forcing the forskin back during sex and having it get stuck of having a tear in the frenulum or forskin. A condom can and should be used even if you can't retract.

Yes it is possible to have sex with the foreskin forward but its not as fun for the girl since you're just moving back and forth within your own skin.
