yes it indeed is natural for the forskin to bunch up behind the glans (head) of the penis. this part of your penis (the bunched up foreskin) is the smooth and the rigged bands. they are part of the penis and while some penises do retract much farther back they are rare. as for the condom question, the foreskin can move depending on the way that you put on the condom, not all condoms are made for a normal [intact(with foreskin)] penis, infact very few are made to protect anything that doesn't resembles the shape of a broomhandle (which isn't really the shape of any penis including circumcised and uncircumcised ones). i would suggest the ANSELL EASY FIT, that one is made more for a foreskin. if you have a shorter forekin i would say roll it back before putting on the condom, if you have a longer foreskin that covers most of the head when erect then leave your foreskin forward, unless you have trouble with premature ejaculation, if that is something that you would like to help slow then roll your skin back put the condom on your penis making sure that your foreskin has condom over it then roll your foreskin forward, that way the foreskin rubbing over the glans sensation is not so strong and will delay your orgasm, i hope that i helped
