I've had a look at it, and it appears from the context that it is using the word 'government' in the sense of 'governance', meaning how the convention (which just means an international agreement) is to be managed. The English is not very good (the secretariat is German), and I hope it gets improved at the conference (the text is only suggestions: the bit with the word 'government' is only part of option 3, and all the clauses get haggled over at the conferences).I haven't found anything about powers to force taxation - all highly fanciful. It just talks about how funds can be spent. Of course, to someone who thinks 'information exchange' means 'enforcement', all things are possible - perhaps the word 'the' is a secret invocation of Satan.

Thor,I dont know if that treaty is as hurrendous as Lord Monckton suggests, but I do know that it is morally unsound as all centralised globalist treaties are, whether they be implemented under the guise of enviromentalism, international security, or third world aid. What I do not know is why are you posting about it here of all places. Most hardcore members of A2A are just never going to become limited-government supporting, liberty loving, gun owners who treasure their national sovereignty. They are always going to be big government supporting, equality obsessed, disarmed citizens of a would-be socialist state (if it werent for people like you still standing in the way of a such a calamity in the US). It's all about the truth...not who you listen to. And the evidence Mockton presents against global warming, and on the methods liberals/leftists (though he refers to them as "bed-wetters", a term I tend to avoid) use to get things done, would shut down any argument, liberal or otherwise, concerning the whole issue...for those who can understand and follow what he's talking about. If you can't, then you are certainly a likely candidate for jumping on the liberal bandwagon whenever an issue comes up...regardless of the facts of the matter. Aside from the term "bed-wetter", Mockton sticks to the facts concerning global warming, liberals and their history of buggering with things on the basis of their emotions rather than any scientific or sensable reasoning. Does that mean everything liberals bring up is out to lunch? No...just means they have a history of causing a lot of trouble based on their whims, and not much more. Watch the whole video...it runs in several segments that stop/start automatically, running back-to-back for 40+ minutes.
