Uh, Most parents i dont think tell the kid that they're cut (do they?) In America is %60 cut (i think) and in europe, Its Mostly uncut I dont know about south america, middle east ect. and, It certainly sounds like your cut. Most uncut it covers the head all the time (and some have trouble getting it back behind the head)

On this website (not the forum) up on the menu bar above, click on male genitalia...then on the menu on the left choose anatomy...scroll down a bit and the photo in the middle is an UNcircumsized penis...if yours looks like that then you're not cut, if it looks naked, you're cut.

In general an uncircumcised penis has enough foreskin to cover the head with a little (or a lot) extra when limp and may have sufficient skin to cover all or part of the head when erect. However, that is a generalization only. I have a couple friends who have less skin that it takes to cover when limp; on one his foreskin is always retracted and will barely cover; on another he can just cover half way when limp and is stretched really tightly when erect.
Maybe a better indicator is if there is a distinct ring around your penis along the shaft - this might be darker or redder than the normal shaft skin - there would be lighter coloured skin between it and the head. Typically circumcision leaves this ring as the scar from the operation. But here too, on some guys it is barely visible. -
It's hard to tell without seeing but you're probably cut.

“Parents I don’t think tell the kid that they're cut (do they?)”Hey Java, I know this is a very old thread... Sorry for digging it up. I just wanted to point out that I had one of those penis talks with my son and told him he was "cut" and showed him pictures so he could see the difference between the two. One had a foreskin and his didn't. I think it helped give him some kind of a baseline to work with when he got to the age where he saw other naked boys.... My father didn't tell me and I was freaked out the first time I saw one. I thought something was seriously wrong with mine....
