So I live in this house around my campus with a couple of roomates, one of which owns the house. When I moved in I had the idea that it was going to be a house for college kids but the owner let some random crackhead move in here.I don't think he ever had any intention of paying rent. He eats everyone else's food, uses my bar soap and toothpaste (probably my toothbrush too), watches TV from 6 at night until 5 in the morning, orders On Demand pornos and doesn't tell anyone or pay for them altogether I think he charged $150, plus he's inconsiderate and loud as fuck making beats or whatever he does in the basement that makes the whole house shake at 3 AM with bass the night before an exam. He also shaves and leaves all his hair on the floor and left a greasy coating of the motor oil looking shit he puts in his hair all over the sink. I also think he's been in my room before when I wasn't around.So I think in the 6 months he's been gracing me with his presence he maybe paid a small portion of one month's rent. I don't know why the owner has been such a pussy to allow this but he finally placed eviction notices up a couple days ago. Now why the fuck is he still here? Doesn't eviction mean you're out? Is there some sort of legal process because I'm sick of this lazy piece of shit.

Part of it is the roomate who owns the house is a fuckin' wuss and let's the guy walk all over him. I think he's confronted him a few times on it but he just tells him he's in the process of getting the money. Really, the rent isn't that much, it's like $300/mo with all utilities included since it's supposed to be a house for college students with minimal income. He still manages to buy new outfits and music equipment so he must have some cash somewhere, rent is just inconvienent for him.

So if the owner just changed the locks and got new keys to get rid of this asshole would that be illegal?He disgusts me, seriously I loathe seeing him all the time. He treats the place like shit and has no respect for anyone. My room smells like BO and shit and I think he allowed his nasty homies to sleep over in there when I was gone last night.

It's not my problem if he pays the rent or not, as the manager of the house he should care about whether or not he gets his money.

Yes, it is not legal to lock someone out. You have to go through the legal process as was described above.

Only when he fucks with my things, it's not my business if he doesn't pay his own rent. There's just so many things he does that I feel like if I call him on every one of them I'd look like a prick so I keep my mouth shut.

If he does something to bother you, then confront him. If he doesn't pay his rent, don't worry about it. Why do you keep coming back to that?What is allowed in tossing the guy out depends on the state and locality in which you live. What your "landlord" can do depends on what kind of contract, if any, he has with the guy. If he's a tenant-at-will, it will be easier. The laws that apply to a multi-unit dwelling may be more restrictive than your case. If the owner lives in the unit, as yours does, it may also be different.The guy who owns your place may not have a hard time tossing the guy out, but someone needs to call a lawyer, or familiarize himself with the law.
