You can't lose weight in just one area.

What activities do you enjoy doing most? Personally, I'd recommend running. It will do some targetting of the thighs if you do long slow runs since the muscle will burn fat as its main energy source when going at a gentle pace. Your muscles will use the closest fat stores when doing that to a greater degree than other fat stores. If you're not burning fat though during an activity, which is usually the case since to burn fat you need to be going for a long time at a pace that doesn't get your heart rate really high, then you won't specifically target any area of your body since your body will replenish its energy stores from food and stored fat distributed through out your body. You can find charts that give you a general target area for primary fat burning cardio zones. Go higher than that and you will both use more glycogen (basically from the carbs and sugars that you've eaten that day and 1-2 days previous) and the activity will be more anaebolic (without oxygen) which produces more lactic acid. The easiest solution is to find an activity you enjoy, be sure you're eating healthy, and your goal is to burn extra calories to reduce fat all around your body. Although in this case spot reduction isn't completely impossible in regions such as the legs where you can do lengthy workouts that will start using fat stores as a primary source of energy during, your overall goal should be to burn calories and eat properly (don't eat too many carbs, fats, sweets, etc). EDIT: I know I'm going to get replies to this saying that spot reduction is impossible, but I've been doing a lot of research on running lately and training in specific heart rate zones to enhance the ability of the body to burn fat stores as opposed to just muscle glycogen. If the legs are primarily what need energy, and you're going at a steady aerobic pace (generally HR under 155~ but it varies a lot depending upon age, fitness, etc) then you (in the case of running mostly your legs) will burn fat during the exercise, and guess where they'll tap into fat stores the most?

The most important thing is to find something that you enjoy. Joining a group may help to motivate you and will also let you meet new people.
