It's 11:22PM as I write this. I've fucked around all night and done no work. But now I've decided enough is enough. I've had enough of myself procrasinating.Now, armed with a hot chocolate, a blanket and 3 tonnes of law books, I'm going to complete my essay.YEA!!!! (Psyching yourself up online is kind of weird :S)

I'd already started it actually. Just finished a paragraph on the Regulations (Disallowance) Act 1989.Until relatively recently the delegation of lawmaking power was also of concern as well. The executive could create subordinate legislation that went unscrutinised by parliament. Because of this it was possible for the executive to create laws that deviated from the parameters of their parent statutes. To counter this problem the Regulations (Disallowance) Act 1989 was passed. This piece of legislation forced the Executive to closely follow parent statutes without exploiting them by adding subordinate legislation. New regulations have to be presented again to the House of Representatives in the form of the Regulations Review Committee within sixteen days of being passed. Members of Parliament could now object to subordinate legislation and revoke it. Importantly, any Member of Parliament on the Committee can put a motion through to disallow a regulation and if it is not acted upon in 21 days, the act is revoked . Because the Committee is not entirely composed of government members, it means that abuses of subordinate legislation should be picked up by at least one committee member and brought to Parliament’s attention. Although process allows subordinate legislation to be passed fairly freely, it ensures that there is a safety net to catch any executive abuses of power. Although the Regulations (Disallowance) Act is enforceable (unlike the Ombudsman) it only covers what one might consider the ‘minor’ aspects of governmental power, it has no power over normal statutes.I haven't bothered reading through the bloody thing yet, probably gramatical errors galour. That can wait until tomorrow when I'm more with it. But for now getting my ideas down is good.
