Veins carry blood. Blood to the penis is good.
Blue blood vessels mean that they're dead... At least I think.

Welcome to A2A, theonecalledXod.As sdp points out, deoxygenated blood going back to your lungs is bluish. It travels back in the veins, so they appear blue. Veins are often closer to the surface than are arteries, and easier to see. Visible blue veins on the penis are normal - everyone has them. You'll also find some elsewhere on your body - for example the inside of your wrists.
