So my frenulum doesn't let me retract my foreskin all the way or at least comfortably, there's like a build up of skin around the bottom of my penis head when i retract.I was thinking of getting my frenulum cut and circumsized so there's nt a lot of foreskin around the area.Problem is i'm 16 and im wondering if the doctor would let me get it done( would insurance cover )?

If the skin moves freely over the glans and doesn't pull hard at the glans it's not really a problem if it goes no further than that.
If the frenulum is too short circumcision isn't necessary - all that is needed is to nick the frenulum to lengthen it - a much simpler operation than circumcision.

But than if they do "nick" the frenulum when i pull back the foreskin wnt it look weird like( well im just wondering how it'll look ) But it'll be alot of foreskin... that's why im wondering if circumcision is an option for that or semi-cut?

Actually it's far from certain from your original description that the frenulum is too short.

when I first started coming here I had never retracted my foreskin when flaccid. after slowly catching on to the stretching method I can easily retract when flaccid now. only problem is the problem mentioned in this thread. I feel like I can get a full erection when trying to retract the foreskin due to the skin on the bottom. when flaccid that skin on the bottom is already pretty tight.. I feel like ive stretched it enough that it should easily slide over the head when erect, and it almost does.. how much would it cost to get the thing cut? I don't want my foreskin gone, I just want it to act right.

I have no idea how much it would cost but it can't be that much. It's just a thin piece of skin.
