Welcome to A2A, throwaway.They look like Tyson's glands, which are a modified form of sebaceous gland found on the glans and inside of the foreskin. They will have always been there, but, like ordinary sebaceous glands, they enlarge at puberty. It's unusual for them to be quite so prominent, but it wouldn't be anything to worry about.They don't look like Pearly Penile Papules, which in any case are usually in rows at the edge of the glans.

Thanks for the reply, but looking online for Tysons Glands, I'm coming away even more confused. According to Wikipedia, these glands might not actually exist?

The dispute is whether they are functioning glands or non-functioning remnants (like male nipples). Sebaceous glands in the skin secrete sebum, which is a fatty gunk that acts as a natural moisturiser. Tyson's glands may do something similar, perhaps responsible for the formation of smegma, or they may not.
