What you may be experiencing is Ptosis, more commonly called droopy eyelid. Ptosis can be either congenital (you're born with it) or acquired. Acquired Ptosis can be caused by a number of things, such as a weakening of the muscles that control the eyelid, eye tumors, neurological disorders, or systemic issues such as diabetes.
It seems that it might be an appropriate time for you to schedule a good physical exam by a doctor.

Looking at your picture, I'm wondering about another possibility: if this is something new, have your eyelids swollen? That happens to me occasionally, and it does make the eyelid cover more of the eye. My doctor isn't sure whether it's an occasional allergic reaction or an infection. It seems to get better after some days.
But I agree with readytogo about seeing a doctor, especially since this isn't the only issue.
