Im 16 and circumsized. My scrotum leads up and is attached to the base of my shaft and i believe its called a "turkey neck". If i were to aim my penis upwards it even causes some tension resistance. When im erect its not as noticeable, but still definitely there (especially if i aim my erect penis upwards). It causes some issues with my sack size and also it makes my flaccid penis much smaller. Is there any way to fix it? Also when looking at the Under side of my penis when erect, i can see the scrotum colored skin pretty much morphed into my shaft. It causes a lot of self conciousness issues and i would like for it to go away. Thanks for any replies.

Unfortunately, I think you've got what you've got and you're not going to change it.
There are some ligaments in the groin that cause the penis to be naturally pointed straight up during puberty. These ligaments tend to stretch overtime and you will find that your erection is more straight out.
Fortunately this is all normal, Your flaccid penis is supposed to be smaller than when erect and the sack size will change (among others things with temperature) to maintain your testicles within a given temperature range.

@pablokohm I have a very low hanging scrotum and somewhat of the "turkey Neck" you have described, It doesn't bother me at all and has never gotten in the was of any sexual activity. In fact, I think It has heightened my ability and I enjoy some agressive ball play because of it. Before you start hating what God gave you, try learning to enjoy it first instead of trying to look like every other penis at the gym.
