I've never had sexual intercourse of any kind.
These blisters started to appear one week ago in my groin and beneath the scrotum. Now small sores are appearing in my penis. Is this herpes? If so, what are the other ways I could have contracted it?

If you've never had sex, or had contact between your groin and someone else's, it's unlikely to be herpes--and the blisters look as if they are pus-filled, which suggests bacterial infection. (Herpes blisters are usually described as containing clear fluid.) But if the blisters keep appearing in various places it may indicate a systemic infection, which may need antibiotics, which a doctor would need to prescribe.
Alternatively, it may be that something else--perhaps an allergy, or mites, or a fungal infection--is producing sores, some of which happen to get infected. A doctor will need to see them to tell (and sometimes it's still hard to tell).
