Welcome to A2A, Tom_Howg15!
You can't catch genital warts from a new condom. But I can think of some other possibilities:
-
You might be allergic to rubber latex. Some people are, and the allergy can bring up bumps. In that case, the bumps should go away if you stop using latex condoms. They do make non-latex condoms, out of polyurethane or polyisoprene, and Tesco sells several types. The bumps would go away faster if you used an antihistamine cream.
-
The 'warts' might be friction burns. Friction burns aren't lump-like, though: they are red and sore. They heal on their own if you leave them alone (and don't rub them more).
-
You might have caught genital warts from someone else, and you just noticed them after using the condom. You don't have to have had full sex to catch genital warts, just genital area-genital area contact, so the question is whether that is possible. The strains of wart virus that produce genital warts are different from those producing ordinary warts on hands or feet, so it is unlikely you would get genital warts from a hand-job. If they are real genital warts, they won't go away by themselves for a long time.
