That stuff is called smegma, and is perfectly normal. Most uncut guys get noticeable amounts of smegma, especially if it has been a while since the foreskin has been retracted and cleaned. Smegma is produced by the glans(head) and inner foreskin. It is a mixture of dead skin cells, sweat, oils, pheremones (sexual odors), and drops of remaining urine and/or semen. Just wash it away in the shower daily, and it shouldn't be a problem. If you have a lot of it built up that is sticky and hard to remove, try using some baby oil to soften it and break it down to make it easier to remove. It can be a bit of a job to remove it all if you've never pulled back your foreskin before. But once you get full retraction, just pull your foreskin back while showering each day and give it a quick wash and rinse, and you'll never have a problem with it again. Hope this helps.

When giving him a bath, I tell my four year old son to "pull his head back" (like the bad guy, Edgar from Men In Black does at the beginning) and he will say "Bad guy pull his head back" and roll the skin back off the tip of his penis, completely revealing the head while using a washcloth in the other hand to clean it. Cool analogy, and it works for a 4 year old. Here is what I mean:

How many times does it have to be said here that nothing short of surgery works? It's like trying to stretch your middle finger to make it longer. It is what it is...learn to love it.
