It is when your scrotum first hangs down. You may have noticed that before puberty, you didn't have your sack. Well, I didn't notice the change, very odd. Not till I heard about it, I looked down and said "Hey!"

The whole dropping of the balls is somewhat of a myth. The testes descend from the lower abdomen to the scrotal sac while you're still a baby. When you hit puberty, the testes wants to start making semen so it adjusts more according to its temperature. So, your balls don't actually drop during puberty, hence somewhat a myth.

Yeah, it traditionally means reaching puberty. But its a slang term, as the balls don't really 'drop' during puberty. They increase in size tremendously but they don't drop into the scrotum - they should already be in the scrotum. What does change during puberty that can be considered closest to the effect of balls dropping, is the scrotum changes - it gets darker, more stretchy and elastic, and more wrinkly, allowing the balls to move up and down more for better temperature control for the best sperm production.
