So I can pull the skin back (retract I think is what you guys call it) however I can only do this when I am not in the erectile state. However when I pull it back and my penis starts erecting it hurts really bad and I am forced to pull the skin on top of the head again. Does anyone have an explanation and a solution? Thank you.

I can pull the skin back but I still have problems

Yeah, you need to work on stretching the opening of the forskin so that you can easily retract when erect. There are lots and lots of posts on that subject here.

Yes, pull out, gently but firmly on your foreskin, away from your body, insert a finger or two and stretch the skin as though you were opening a pillow case. Hold the stretch for up to five minutes and repeat the exercise at least two-three times each day. New skin cells will be encouraged to grow which will give you the additional capacity to allow free movement during erection. Rood

And do I do this when I am erect?
-
If you are going to stretch with the fingers "inside" the forskin, pulling out, then you want to do it flaccid. If you want to pull back the forskin using the circumference of the head to stretch, then you do it with a full erection. You should probably do some of both.

Not unless you have an extraordinarily long foreskin, no. Take SDP's advice and do the stretching exercises while you are flaccid. As he suggests, you may vary the procedure by pulling back, occasionally, while erect. That is also a good method of gauging your progress, but be careful that the foreskin doesn't get caught behind your engorged glans. Should that happen, are you acquainted with the quick and easy method of freeing the foreskin?

No actually I'm not. Can you explain?
-
Yes, I can explain. When the glans becomes engorged with blood with the foreskin lodged behind the corona, there is a danger that the flow of blood will be interrupted. In these cases the only way to free a tight foreskin is to remove the blood from the glans. If that doesn't happen naturally, you'll have to give it a boost. Here's how:Place both of your thumbs over the top of the glans, while grasping both sides of the penile shaft with your fingers. Force the blood out of the glans by pushing down with your thumbs while simultaneously pulling up on the shaftskin and the foreskin with your fingers. Do this calmly and deliberately until the foreskin pulls forward over the glans. Again, stay calm, don't panic, and you'll be OK.Korydon
