The statistics are in some cases loaded. It's hardly likely there were no "trained judges" before the war - rather, the term "trained judges" is being used to mean "US-trained judges". There were newspapers and magazines and radio stations and TV stations before the war, but they are excluded as not being "independent" or "commercial". (There probably is much more freedom of the press now than before, but I'm not sure it is quite as dramatic as the figures suggest.)Overall, the picture suggests that media and communications are doing well, but in other respects it's a pretty poor picture. After all this time oil production and exports are still nowhere near pre-war levels - and those levels were low because of international constraints. Electricity production has got worse in the last year. Insurgent attacks are increasing. There are too many dissatisfied citizens.

I remember that NYT article. Without the article itself you don't have the context for that chart.
So, what's the statistic for dead civilians in Iraq? How do you know there won't be a civil war? Where's all the money going? Aren't soldiers and civilians still dying? Won't they be dying for some time to come? Won't the U.S. soon be carrying the full weight of the war and reconstruction (maybe with the continued help of Britain, since Blair survived) once eveyone else pulls out their symbolic troops? The who will have the resources to deal with North Korea, etc.?
