Personally I would put 16 as a minimum age.Many studies of condoms have presented mixed results, rating them from 97% to 80% effective. But when used properly the risk is very low, especially when combined with another form of contraception. (This does not include wearing two condoms at once as this increases the chances of the condom breaking.)Saying that you want to have sex is different with each person, some are quite direct and others beat around the bush. And of course there are the people who don't say a word. It all depends on the person you're with and when you feel you want to tell them.As I said before, personally I believe that at 16 most people are mature physically and emotionally for sex, altho of course there are exceptions. At 13 years old it is good that you are curious about this and trying to find out this information. They key bit of information is that no matter when you decide to have sex, no matter what age you are, safety always comes first. Use contraception not just to prevent pregnancy, but to protect yourself and your partner from STDs.

Do you have kids of your own? I think each person is different. I think that age you set, might change if you had kids of your own and could actually see if they were ready or not...I use the rule of thumb that if they are mature enough to be a full time parent and everything that comes with being a responsible parent, then they are old enough to actively have sex.Sometimes I wish I had waited. Having sex as young as I did, messed me up for a bit.

Sadly I have no kids... yet. I don't think that every 16 year old is mature enough to have sex, obviously, I simply gave that age because I don't think that anyone under the age of 16 could possibley be mature enough. Not just because they are kids, but before you are 16 there are certain rights that you don't have that is needed to be a parent. Like how anyone under the age of 16 cannot enter a legal contract.
