14, nearly 15, they constantly treat me like a 4 year old so its expected. last time i mentioned my 'rights' to her things get really nasty so thats not a good idea

Yeah, well you don't have to start asserting your "rights".. That's enough to piss any parent off.. You can be persistent and pester them until they tell you.

I agree with sdp: be persistent. If you're old enough to know what it is and to ask about it, then you're old enough to have an answer. Tell them that you were thinking about asking the doctor about it anyway.I can't imagine why they would have done it except for medical reasons (presumably a tight foreskin or some such thing), but you can't know that for sure unless they tell you. Explain to them that you know what a tight foreskin is, and ask them if that's why it was done.

Surgical restoration is not recommended.Should he be inclined to regain coverage, it's best if he grows skin on his own.

I don't know what kinds of glands are found on the inside of the foreskin, but the glans is a mucous membrane, and the forskin keeps it lubed and moist. Without the foreskin, the glans dries out and becomes pretty much like regular skin.That's true for all the mucous membranes in the body.
