It's the frenulum. It's there to hold the foreskin forward. There's also a frenulum under your upper lip and under your tongue.

The frenulum shouldn't break and detach. If it's too short, it might break, but that would be very painful. It's what keeps the foreskin slid forward.

Lorrie is right, Chuck. The frenulum shouldn't break with sex, because the foreskin should be able to roll back easily. There is an occasional condition called "frenulum breve", where the frenulum is too short and the foreskin can't go all the way back. In that case it can break during sex (colloqially called "snapping your banjo string".) Frenulum breve is genetic and I get the impression that it may be common in a few Asian communities, but it's not something you should have to accept. If your foreskin slides back easily to uncover the head you don't have it. If you do have it it can be corrected by a minor operation and circumcision is not necessary.
Is this why you want to be circumcised?
