It depends on the person a lot. Some people don't even have to work to have them, some do. A lot of people with the really noticeable abs have really really low body fat, sometimes dangerously low. They're mosly about diet, though. You have to eat healthy all the time and rarely have any junk food. Along with this, try using some of those ab workout machines or doing crunches with weight. And don't forget to work your lower abs so that you won't have just a 4-pack.
