I'm 13 and I can only pull my foreskin back when I'm flaccid. I think it might be something to do with a small piece of skin under the foreskin at the bottom I'm not sure what it's called but I think it connects the glands and the foreskin. I think I read a bit on this, and the people said that it breaks when you get older. I have no trouble with doing it when I'm flaccid (not erect) but it hurts when I try and do it hard. I masturbate quite regularly for my age. ( I think! ). Once a night maybe I'll skip a day out but then I do it the next day. Anyway thanks in advance.

That small piece of skin under the foreskin at the bottom is called a frenulum or frenum ( http://en.wikipedia.org/wiki/Frenulum ). It is there to help pull the foreskin back over the glans in the normal state. Sometimes it is too short (this is called 'frenulum breve') and makes it difficult to retract the foreskin when erect, and then it might break during sex--or you can get a doctor to cut it a bit to loosen it. In some particular ethnic groups frenulum breve is quite common.
However another very common reason is just that the foreskin is a bit tight. That is very normal at your age. Gentle stretching of the skin can help, but take it gently and never stretch so much that there is danger of tearing. Over time, even just from normal masturbation, it will gradually get looser.
