In general, no, because if you don't have an STD you can't catch it from yourself. However, if you do have an STD, in some cases that practice might spread it--for example, if you had genital warts on your penis, inserting it in your anus might give you genital warts on your anus as well.
But if you don't have any STD, you can only get an STD from contact with someone else who has an STD.
In practice very few guys can insert their penis into their own anus. The distance is considerable and the angles are all wrong. Attempting to force it would run the risk of 'breaking' your penis.

@Josephmart Genital herpes is an STD. If you don't have any STD, you don't have genital herpes and you can't spread it. But if you do have genital herpes, it's possible that you could spread it from penis to anus this way.

STD stands for 'Sexually Transmitted Disease'. An STD is not caused by the sex; the sex provides a way to transmit (pass on) the disease from one person to another. The sex does not create an STD out of nothing.
