Exactly right - people go through puberty differently, and in different orders. So yeah, its perfectly normal for one boy to get a moustache first, and no armpit hair until much later in puberty, while another boy gets tons of armpit hair first, but no facial hair until much later in puberty. Guys can also go through puberty at different rates. For example, one guy can start and finish puberty in a matter of only a year or two, with very rapid growth, while another guy may go through puberty slowly over 6 or 7 years.
All of these examples are 100% normal, as is anything in between. Its part of what makes puberty an awkward time for most, and its also one of the reasons its called the "wonder years".
