Dont know what they are?

Then how could you possibly have an STD? It has to come from somewhere...it doesn't just get created out of nothing.
You can get pimples on the skin on and around your penis just like you can most anywhere else on your body.

it's not pimples, i have the same problem (there's like tons of tiny ones) they're not pimples and i have not had sex (most of everyone on here should kno that by now) but anyway I don;t think they're pimples. There's some kinda thing that i think it is. It was called something but i 4got. Search around on this site cuz that's where i found out the name of what it is. no its not a std.

What are not pimples, but put out a bit of thick white stuff when you squeeze them?
-
I'm not sure what you mean by under your penis, but very small white dots containing thick white substance sounds like sebaceous glands. These are normal and you have them over most of your body, but the skin of the genitalia is thinner and when the glands enlarge at puberty they often become quite visible and people worry about them. The thick white stuff is sebum, the skin's natural moisturiser, and the glands' purpose is to make it.

Could be fordyce spots or PPP's. Neither are std's and they look like pimples.

Do they put out a thick white substance when you squeeze them?

I see ok. thank youI would have to say that it is possible for you to get an STD without having sex. Because you can be born with it. am i not right?
-
If you were born with HIV or syhilis, you'd have know it long before now. They wouldn't show up as pimples on your penis many years later. A mother can infect her child, but I don't know that I'd call it an STD.

ah, well thats why im not a pro at this.
