How many times a week should you work out a specific muscle.? Like biceps, triceps, abs, and such.

Every other day at the most... give the muscles atleast one day to rest.

Depends, I'd say once at the most, unless you're in competitions or something. Also, are you a hardgainer? Meaning, are you a really skinny, lanky youth? If you are it's possible for you to actually over train and lose weight. Very annoying especially considering the effort you put in.
Yes I'm actually pretty skinny at about 5'5" and 110lbs. And it's pretty hard to gain weight(which I am trying to) I recently was 105lbs.
Yep, I'd say you're a hardgainer, or an "Ectomorph", check out this article Helm's posted a while back. It really helped me out.
Yeah I just looked at that and it seemed to require me to have quite a bit of equipment that I dont have access to. I don't have any barbells or benches. Just the small free weights. Which most of everything he said in there had to do with having a barbell.
I highly recommend joining the Gym, it's a very good motovational boost. Otherwise there are excersises you can do with just dumbells, mind you need a decent amount of weight to lift
For your size, I'd say you'd need dumbells all varying in range from 2.5kg (I don't know the pounds sorry) to 20kg. With that weight, you should be able to gain a fair bit of mass. Hopefully you have adjustable dumbells.
If you really want a barbell rather than joining the gym etc. Just look around garage sales, ebay, etc. You can pick up cheap second hand ones easily. Ask your parents to pay for it, emphasis that this is for health and fitness, and not just another computer game and they'll probably buy it.

Well actually I do have a barbell outside. A simple of that curves were your hands should be. But I don't think i have very much weight outside with it. It wouldn't hurt to sometime go see what's up with it.
Also can you suggest me some good, simple leg workouts?
And I was under the impression that if i was working mostly upper body(abs,chest, arms and such) that I could at MOST, doit twice a week, preferably four days apart from one another. Is this good, or would be considered too much?
Well i don't have enough weights to squat or deadlift. Also what are leg presses and do I need anything special to do them?
Also, you said something about changing up your routine every once in awhile so your body can continue to adapt. Well I've been doing just about the same routine for several months now and I don't think i have enough equipment to continue changing routines every so often.
I'm just a simple kid trying to make sure i'm healthy, in shape, and look good, and be strong. Don't know why this has to be so hard for people without accesses to gyms.
