ok im 16 and i can say that i started puberty late, but now i have something that looks like little white pimples on the base of my shaft, i think they might be ingrown hairs, cause some of them have hair coming out of them, but ive never shaved, they dont swell or hurt, but if you squeze them like just a tad bit, i mean a little bit of like thick white stuff comes out, is this normal, or what, there like in lines and go all around the shaft, but you cant see them unless you stretch the skin what is this o and i am a virgin and havent messed around

They sound like sebaceous glands. Have a look at this picture and see if it's similar. Sebaceous glands are glands in the skin over nearly all of your body, usually (but not necessarily) at the base of a hair. Their function is to make sebum, a white greasy stuff that acts as a natural moisturiser for the skin. They get bigger and more active at puberty. On most of your body you don't notice them (unless they get infected and become zits), but the skin on your shaft is thinner and they are more noticeable. They are completely normal.

Yeah, sdp's right......LOLOLOLOLOLOLOOL! Yes, that was purposeful. It's an inside joke to anyone who didn't know. Anyway, Inelligible's right. I think quite a few people have this condition, even me. They just appear to be pimples, but they're only those glands. It's nothing to worry about.

Yes, those are sebaceous glands, and pubic hair follicles. Most of them will start growing hair from them in the future, but some won't, and will just remain as bumps on the shaft of the penis. They are perfectly normal, and virtually all guys past puberty have them. They are not a "condition" or anything wrong. They are just like pubic hair - part of being a man. They serve various functions including lubrication during sex, source of pleasure for the vagina (those little bumps can push all the right buttons for the woman during sex), and a source of pheremones (sexual odors that are attractive to the opposite sex on an almost subconscious level). These bumps are a common cause of worry for guys going through puberty, because the bumps were never there before puberty, and when they suddenly appear, its like WTF is going on? I know, I've been there before, and had the same concerns. Well, I'm hear to tell you they are perfectly normal, and are just part of becoming a man. I have them, and basically all adult males have them. So don't worry about it. Oh, and they stay with you the rest of your life, so get used to them!

Yea dude this sucks i have them too. I never knew what it was until you had the link to that picture. Except for me there is like 5x the ammount of pimply things then that picture. I hate them, they make me alot less confident whenever im talking to a girl and i always get afraid that she will laugh at me or think its herpes or something.
Question: Is there anyway to get rid of these i have tried everything

No there isn't man, just part of the package so dont give them another thought. Chances are she won't even notice them and if she does, simply explain what they are and move on to better things! LOL
