Before you do anything, why don't you try washing with soap and water and see if the same thing happens. It's just the accumulation of oils and a thin layer of smegma that dries when you expose the glans to air.

did the soap and water thing. few hours later i rubbed it and normally it would start forming and start flaking off but not this time. the foreskin kinda feels raw in a way... almost as if new inner skin on my foreskin (sulcus) has been forming and becoming less sensitive.

Actually, the soap you are using could be causing the problem. Some soaps have a drying effect on the skin, and especially if they're not rinsed off well enough before putting your foreskin forward again, it could cause a lot of drying, flaking, and irritation of the glans and inner foreskin. Try just rinsing under your foreskin in the shower for the next few days to a week or so. Don't use soap - just rinse under your foreskin with water only. See if that helps. Are you getting any unusual odors under the foreskin?

That proves it. It was just smegma. Like focus said, avoid using soap and just use water from now on.

I thought I solved the problem but the dryness on my penis still keeps coming back. However, now, when it's not erect it's very wrinkly on the head. When it's hard its still very dry as you can see in this pic - #1 as well as in this one #2. Its not that bad in these pics but if I start rubbing it the skin starts flaking off.Is this still smegma, cuz I've never had this before. I don't get it. Anything will help. Thanks.

I think it wouldn't hurt to try some antifungal/anti-yeast cream (anything for tinea or athlete's foot or ringworm would be fine) and see if it helps.

I think I am going to try some anti-fungal cream. It's still hasn't gone away. I bought some CRUEX (prescription strength) CLOTRIMAOLE CREAM USP, 1% Antifungal. However, it says do not use for vaginal yeast infection. Now I know I'm putting this on my dick but I just wanna make sure and double check it's ok and safe to put on it.
Ingredients include: benzyl alcohol (1%), cetostearyl alcohol, cetyl esters wax, 2-octyldodecanol, polysorbate 60, purified water, sorbitan monostearate.
