I know that its wrong for students and teachers to have sex in secondary schools (highschool), but what about in college?

Actually quite a lot of marriages have come about between university teachers and students, especially graduate students they were supervising. One of my supervisors had married his former graduate student, and in the field of organic chemistry the Fiesers were a famous couple that started the same way. Both marriages were life-long ones.
Colleges often have rules that if a relationship develops between a teacher and a student, steps must be taken to ensure that the teacher is removed from that class so he/she has no further responsibility for the student. This is a more sensible approach than trying to ban it, I think, since bans don't stop it happening.
Remember that college students are considered to be responsible adults.
"Sex for grades" is a very different matter and is a sacking offence.

I don't think it's a good idea at all.It'd cause something I'd like to call conflict of interest.The teacher may feel pressured to raise udneserving grades because she doesn't want to hurt the student-boyfriend. A teacher is a teacher and a student is a student and there's line between them for a reason, other than the "too young to have sex" or "too old for the person" line. When the person gets out of college, fine.

If there is a parallel class the student can be moved into, the student can be moved. The principle must be that the student is not disadvantaged.

Probably swap a class with someone else on the faculty. It's not something I've actually observed happen.
